2. RECOMMENDATIONS:

That Full Council

~~2.6 Approves the recommendations of the Strategy, Finance & City Regeneration Committee as set out under recommendations 2.1-2.4 above~~.

2.6 Request a further report is brought back to full Council which addresses the option of:

1. Delaying any decision on a change to a cabinet system until a city-wide referendum or consultation can be held;

2. Committing to abide by the result of a referendum on changes to local democracy;

3. Implementing a comprehensive communications plan to inform residents of the proposed changes and the impact they will have on decision making at the council prior to a referendum or consultation on changes to local democracy.
